This solution, which is much less ambitious than the one raised in its consultation and based on a principle of transparency and a nuanced principle of no undue discrimination to be applied only to fi xed broadband networks, is nothing more than an intermediate solution that does not close the debate since it fails to resolve its underlying structural problems.
