Truth Without Justice follows Detective Chap as he investigates the assassination of Winston Cruz, the State President of South Africa during the apartheid era. Prime Minister Sancton gives the assignment to Chap, even though the role was meant for Tim or Ricky, Chap's superiors. Chap chooses Kiim as his assistant, a decision that will haunt him.

Chap begins the investigation in the middle of unrest. Members of the Africa Weak Majority Alliance, led by Nkosi and a tall man from Transkei, protest almost daily. Many march over Winston's brutal assassination, but others have different grievances. Some have been barred from marrying their fiancés, others are denied access to good schools for their children, while many are pushed into rural areas and kept out of the cities. When the tall man from Transkei is arrested and sent to the prison on Nameless Island, protests intensify. All these restrictions come from Sancton, leader of the Africa Strong Minority Alliance, the ruling power across the country. Chap must push through these obstacles while searching for suspects and clues.

Just as Chap closes in on the killer, Sancton orders Ricky to dismiss him from the police. Joy Blacks, Sancton's girlfriend, has spread rumours that Chap is taking bribes. Pressure mounts from Eddie, editor of the Stir press, members of the Africa Weak Majority Alliance, and leaders of the United Nexus in the Northern Hemisphere. While Chap is suspended, Kiim demands a promotion to take over his role. His request is denied because, unlike Chap the Afrikaner, Kiim is classed as black due to his Zulu father and absentee Australian mother. Chap is reinstated, but the threats grow sharper. His daughter is kidnapped, and though she reappears unharmed, the entire family narrowly survives a grenade attack.

All suspects present a strong alibi, except Gosh Sharps, who remains at large and is believed to have died in a shipwreck in the Atlantic Ocean while fleeing Rotterdam. But his name resurfaces just as Chap considers closing the case for lack of a suspect or mastermind. Gosh Sharps makes a dying declaration after he is shot in a failed attempt to rob a bullion van in Melbourne.

Chap and Kiim travel to Melbourne for more information. Guided by Detective Cooper, they study records and find that Gosh Sharps had murdered several people in South Africa according to his diary, but Winston Cruz was not among them. A day before returning home, Kiim disappears, leaving Chap to return alone. Public opinion and the media believe Sancton helped Kiim escape to avoid accountability.

Chap searches Kiim's two houses in Sandton and Soweto. Overwhelming evidence shows Kiim assassinated Winston Cruz. An extradition request is submitted to an Australian court, but the judge declines as no treaty exists between South Africa and Australia. Violence unleashed by Sancton against Kiim's group confirms that he will never see justice.

In the end, the truth emerges, but justice remains out of reach forever.
